This required 2-hour Fair Housing course provides Oregon real estate licensees with a practical overview of federal, state, and local fair housing laws that apply to real estate transactions and property management. The course explains the purpose and history of fair housing legislation, including past discriminatory practices such as redlining, steering, and blockbusting that led to the creation of the Fair Housing Act. Licensees will learn the federal protected classes and how Oregon’s expanded protected classes differ from federal law.

The course outlines prohibited conduct in sales, rentals, advertising, lending, and property management, with a focus on avoiding discriminatory policies and practices. Participants will also learn when reasonable accommodations and reasonable modifications are required for individuals with disabilities. Rental screening, maintenance obligations, harassment, and retaliation protections are addressed to help licensees manage properties in compliance with the law. Real-world case studies from recent enforcement actions are used to demonstrate common violations and best practices. The course concludes with an overview of complaint processes and enforcement roles of BOLI, the Oregon Real Estate Agency, and HUD, preparing licensees to operate ethically and lawfully.
